The office has formulated its 2024 annual work plan based on the "2024 Annual Work Plan Objectives and Unified Projects of the Taiwan High Prosecutors Office and its Affiliated District Prosecutors Offices," in conjunction with the actual operational conditions of this office. The main points are as follows:

  1. Adhere to the service concept of "Justice for the People," reform various measures so that the public feels the reforms in the judicial system, and make these measures more aligned with public opinion.
  2. Ensure punctual court hearings to achieve the goal of timely case handling and convenience for all; improve interrogation attitudes with attentiveness, sincerity, and earnestness in case investigations.
  3. Strengthen supervision and monitoring of overdue unresolved cases to ensure that justice is not delayed and offenders are swiftly brought to justice.
  4. Implement strict oversight of the execution of plans and budgets, aiming to achieve a target execution rate of over 90%.
  5. Based on the "National Integrity Building Action Plan," promote "integrity on the go" with the principle of "Prevention First, Eradication Second." Transition from reactive corrections to proactive and effective warnings, building partnerships within the organization. Conduct risk assessments for high-risk personnel and operations to detect potential misconduct early, issue warnings, and eliminate corruption before it occurs. The ultimate guiding principle is to prevent corruption and ensure that public servants do not inadvertently violate laws. Additionally, expand the scope of integrity education to include not only public servants but also the general public, raising awareness of the existence, root causes, and severity of corruption and its threats. This aims to foster a "zero tolerance" attitude toward corruption, encouraging active public participation in prevention and eradication efforts. The anti-corruption work should go beyond the office and into the community, resonating with the public to make rejecting corruption a habit, leaving no room for corrupt individuals, and deterring public servants from engaging in corruption.
  6. Penal enforcement, being the last resort of criminal policy, should be handled with diligence and prudence, ensuring thorough execution to enhance administrative efficiency. This is designated as a self-monitoring project.
  7. Enforce laws rigorously, leveraging teamwork between prosecutors, police, investigators, and integrity units to combat crime effectively. Uphold prosecutorial unity, strictly adhere to procedural justice, ensure confidentiality in investigations, and exercise coercive powers with caution to maintain case quality.
  8. To reduce litigation sources and disputes, rigorously implement the "Deferred Prosecution and Penalty Payment Operations Execution Plan" and "Enhanced Utilization of Deferred Prosecution and Non-Prosecution Ex Officio Decisions." For cases specified under Article 253-1 and Article 376, Paragraph 1 of the Code of Criminal Procedure, prosecutors will consider the factors listed in Article 57 of the Criminal Code. For cases involving public interest or minor offenses that warrant leniency, deferred prosecution or mediation will be appropriately applied, or non-prosecution decisions will be made ex officio to resolve disputes and create a harmonious society. This is designated as a self-monitoring project.
  9. Strictly enforce the law to establish the authority of the legal system, focusing on prosecuting crimes that threaten public security. For major cases, severe sentences will be sought. The "Function Enhancement Plan for Prosecutorial Clerks" will categorize tasks into "special projects" and "routine tasks" based on clerks' expertise to maximize efficiency.
  10. To shorten litigation processes, ensure timely justice for parties involved, and reduce litigation sources, implement plea bargaining protocols and respect parties' privacy. Safeguard confidentiality in bribery reporting processes and rigorously execute procedures for handling bribery complaints during elections.
  11. The progress and efficiency of prosecutorial work rely on regular supervision and monitoring. This office will strengthen the oversight and evaluation of critical tasks as a key administrative focus.
  12. To enhance public service, follow the "Public Service Progress Schedule" issued by the Taiwan High Prosecutors Office. Strengthen the functionality of the Public Service Center and actively promote public service initiatives.
  13. Implement a hierarchical responsibility system, streamline document processing procedures, and improve the quality and efficiency of official documents.
  14. Promote legal knowledge education and policy advocacy, and supervise the implementation of township and district mediation services to resolve disputes.
  15. Strengthen lawyer oversight and promote public legal aid services to fulfill the mandate of serving the people.
  16. Enhance the professionalization of probation services, deepen the effectiveness of assistance, and effectively utilize social resources to advance adult probation work. Actively promote deferred prosecution and criminal law reforms incorporating community labor programs to enhance the rehabilitative function of penalties.
  17. Utilize information technology to improve administrative efficiency and public service, continuing to strengthen the informatization of prosecutorial administrative tasks to enhance work efficiency.
